The development of the strategy has been informed by previous multi-stakeholder workshops, discussions with other AFAC Groups and Networks, work associated with the Bushfire and Natural Hazards Cooperative Research Centre and discussions with the Productivity Commission Emergency Management Working Group (EMWG). 
This strategy has the potential to achieve fundamental change. It could re-position the current thinking and approach to emergency management data including how it is captured, shared, managed, accessed and used.The strategy would also help ensure the right data was available to those people making strategic, business and operational decisions.
The strategy impacts all agencies as well as AFAC Groups, Networks and Project Teams.Its scope includes business intelligence data and information relevant to risk and vulnerability, incident management (before, during and after an emergency event) and performance; at agency, jurisdictional and industry levels.
To oversee the strategy's development and implementation, an AFAC Business Intelligence Group has now been formed.Governance of the Business Intelligence Strategy will be formally established shortly.
Work associated with the strategy will inform a range of AFAC projects and possibly those of other stakeholders. Engagement with key stakeholders will be crucial, with possible collaboration and partnership opportunities already beginning to emerge.
Given the complexity of the strategy and the extent of matters that need to be addressed, the work is being broken down to manageable pieces commencing with the foundation work of identifying needs. The deliverables proposed from the initiation phase of the strategy are:
- The key business objectives and requirements to underpin a Business Intelligence Strategy
- An evaluation of what data is already available to support those business objectives
- An understanding of what is missing
- A strategy to create capability to realise the business objectives
- A business case that articulates the options, cost and benefits
Subject to AFAC Council approval, the initiation phase will commence immediately following the Council's meeting in May and conclude with the presentation of the deliverables to the AFAC Council meeting in October 2014.
Membership of the Business Intelligence Group is open to all AFAC member agencies.
