AIIMS manual 2025 eBook is the latest version of the Australasian Inter-service Incident Management System (AIIMS). Endorsed by the AFAC Council, and published in October 2025, it supersedes AIIMS 2017 as the Incident Control System adopted by all fire, emergency service and land management agencies within Australia.

The new edition retains the core principles and functional sections established in AIIMS 2017, while introducing a range of practical changes that make AIIMS more flexible, inclusive, and safety focused. Safety has become an official principle at AIIMS.

In the revised manual, there is a stronger connection between response and recovery, with recovery receiving its own dedicated chapter. This includes expanded guidance on managing the transition of focus from operational response to recovery efforts.

Information flows and technology use have been reinforced, offering improved methods for validating information and leveraging digital tools and social media.

Key roles such as Safety Officer, Values Officer and Social Media Officer are featured more more prominently. There is more clarity around the role of the Planning function (including short to medium to long-term strategic planning), Intelligence, Finance, and Investigations. Community engagement, Public Information, and volunteer management are all expanded, with a focus on accessible communication and integrating spontaneous volunteers safely.

Finally, there is a bigger push for continuous improvement, feedback, and tailoring AIIMS to suit local needs, making the whole system smarter, safer, and more adaptable.

In the context of these improvements, AIIMS retains its emphasis on flexibility, adaptability, and scalability, and forms the basis for establishing a common operating picture within an ‘all-hazards, all agencies’ environment.
