NRSC Doctrine

To maintain NRSC's strategic intent and operational support capability on behalf of Commissioners and Chief Officers Strategic Committee (CCOSC), a robust and clear doctrine framework has been created and organised into a dedicated doctrine repository. The collection of NRSC Doctrine represents a body of knowledge, made accessible to AFAC members and staff in support of NRSC’s core business, interstate and international resource sharing.

Its purpose is threefold:

  • To ensure consistency in the application of arrangements and procedures, across jurisdictions. This will lead to improved quality and outcomes.
  • To improve interoperability across jurisdictions, partners and stakeholders.
  • To support local needs, reduce duplicated effort and optimise learning.

All of NRSC’s Doctrine resources are living documents and are subject to change and growth over time, as practice dictates future needs.

Fundamental doctrine

The NRSC’s fundamental doctrine provide the foundation for practice, setting out strategic and policy context as well as guiding the NRSC’s approach to operations. Fundamental doctrine consists of the Arrangements for Interstate Assistance, international arrangements and operating plans, and the National Capability Statement.

AFAC National Capability Statement 2023

AFAC, in collaboration with state and territory fire and emergency services, has produced a National Capability Statement that provides a consolidated picture of the capabilities that enable Australia to respond to the challenges posed by the increasing frequency and intensity of disasters.

AFAC NRSC Strategy 2019-2023

AFAC NRSC coordinates and facilitates international and interstate deployments through its established partnerships and national arrangements, authorised by the Commissioners and Chief Officers Strategic Committee (CCOSC). AFAC NRSC is recognised by CCOSC as an enabler of national capability for fire and emergency services.

This operational level document sets out the model terms and conditions on which AIA deployments may take place.

Standard Operating Procedures

Procedural and technical doctrine relates to specific processes, tools and activities. The two groups are interlinked in that fundamental doctrine provides context for understanding the importance of procedural or technical doctrine. Examples include the CCOSC Resource Prioritisation Statement of Practice, National resource commitment situational awareness tool and deployment, safety and critical incident plans. Procedural doctrine has been grouped into 10 Standard Operating Procedures with related attachments.
