Report on Landscape Fire Performance

Latest Status Report

The Need

COAG 2004 recognised the need for national performance measures for the management of bushfires. The Rural and Land Management Group has approved 22 performance measures for the consideration of member agencies. Four of these will be reported nationally in the Report on Government Services (ROGS) published by the Productivity Commission.

This funded special project will prepare business rules and a data dictionary to allow agencies to use the selected performance measures in a nationally consistent manner.

Benefits and Strategic Alignment

The member agencies will benefit from the project by having a national data standard for the performance measures and a system for submitting data for the ROGS.

The project provides the framework for data that is relevant accurate and reliable supporting a culture of evidence based decision making consistent with Goal 4 of the Strategic Plan.

Proposal

This project started in July 2008 and will be completed by June 2011.

A detailed project plan has been prepared and approved.

There will be some issues around the ongoing maintenance of the data and systems beyond the project that will need to be considered

Consultation

The project is a collaboration between the Rural and Land Management and Data Management Groups. A joint working party has been established from these groups and represents each jurisdiction including New Zealand.

There are elements of the data dictionary that will need wider consultation across other AFAC groups depending on the exact nature of each measure.

Consultation with the Productivity Commission is through their Emergency Services Working Group.

Governance

The RLM Group has endorsed the project plan and will endorse the Data Dictionary and Business Rules. The AFAC Council will approve the final papers.
